BEIJING, Feb 9 - China will not attach a &quot;Buy China&quot; requirement to its fiscal stimulus package and hopes other countries will resist protectionism, a vice commerce minister said on Monday.</p]
Jiang Zengwei did not directly criticise the provisional &quot;Buy American&quot; stipulations of the U.S. economic stimulus plan, which have been challenged by officials from Europe to Brazil. [ID:nN02476654] [ID:nN06592918]</p]
However, Jiang urged all countries to support international trade, noting that no country was able to meet all its own demand through its own products.</p]
&quot;Why should one be protectionist under the current circumstances? I don't think China will implement 'Buy China'. As long as there's demand, we'll treat domestic and foreign products the same way,&quot; Jiang told a news conference.</p]
Looking to prop up growth in the face of the global slowdown, Beijing late last year announced a 4 trillion yuan ($585 billion) stimulus package focused largely on infrastructure and other investments.</p]

The coupon rate of the 365-day financing bills will be determined through the process of book-building.

Both the value date and payment due date will be Jun. 4. The bills will become tradable on Jun. 5.

The proceeds from the issuance will be used to improve the company's balance sheet and replenish working capital.

In addition, the company plans to issue RMB 3 billion in five-year notes to institutional investors on the interbank market on Jun. 3, according to the company's statement released on May 26.

CGNPG will assign China Development Bank (CDcool smiley and Bank of China (BOC)&lt;601988&gt;&lt;3988&gt; as the major underwriters for the bills and the notes.

China Cheng Xin International Credit Rating Co has rated the issuer and the notes AAA and AAA, respectively.

In late March, CGNPG launched a nuclear project in Baitu Town of Qujiang District in Shaoguan City, Guangdong Province, with a total of investment of RMB 50 billion. It will be the first inland nuclear power project in Guangdong, according to an earlier report from China Knowledge.

Of the 10 firms that have applied to be on the Growth Enterprise Board (GEcool smiley so far this month, 50 percent did not receive approval from the China Securities Regulatory Commission (CSRC).</p]
Tianjin Sainteagle Welding failed to pass the review, according to an announcement released by CSRC late Tuesday, giving no further explanations.</p]
Sainteagle has an annual production capacity of 30,000 tons of welding wires, according to the company's website.</p]
Sainteagle was not alone. A total of five firms failed the CSRC's most recent round of reviews that started November 2.</p]
Wuhu Annto Logistics and Jiangxi Hengda High-tech failed their committee reviews on November 13, according to an announcement on the CSRC's website. Still no explana-tions have been given.</p]
But the success rate of the September applications of 31 companies for initial public offerings on GEB was a much higher 93.5 percent, with only two firms failing their reviews. Only one company later postponed their offering.</p]
The fluctuation of Sainteagle's gross profits over the past three years may be the major cause of the company's failure, according to Shanghai Securities News.</p]
Its gross profit rate oscillated from 18.5 percent to 27.34 percent in the past three years due to changes in the price of iron.</p]
Analysts said controlling instability on GEB was the major reason the CSRC has been reviewing applications so strictly.</p]
&quot;GEB has inherent risks, and the government needs to be cautious,&quot; an analyst from a securities company, who declined to be named, said yesterday. &quot;[Compared with November's applicants,] the first 28 companies had relatively good reputations,&quot; he explained.</p]
Speculation on the board is also a pressing concern for the CSRC.</p]
On the first day of trading, stocks soared 76.65 percent, with Huayi Brothers, a film and TV production company, leading the charge with a 122.74 percent rise.</p]
But the second day saw big losses as 26 of the 28 stocks fell 8.15 percent on average.</p]
&quot;If the initial group of listed companies had been too small, it would have been easier for speculation to drive the prices up much more,&quot; the analyst explained.</p]
Dong Chen, director of the research institute of Southwest Securities, said that Chinese regulators generally prefer stricter oversight to protect the interests of investors.</p]
Experts on the committee may hold diverging opinions over the competitiveness of several companies, Dong added.</p]
&quot;Some of the companies that want to get listed on GEB do not own their core technolo-gies or are involved in industries with an uncertain future,&quot; Dong said. &quot;There would be problems later if the CSRC did not review them carefully.&quot;</p]<p align=center] Explore the World, Understand China!

The government will push to accelerate the process of amending the Trademark Law in order to help companies and individuals cut down on the time and paperwork required to obtain a trademark.</p]
During a meeting in Changchun, Jilin Province yesterday, a senior government official said the amendment process will be stepped up to improve processing of trademark applications.</p]
The pending amendment will be turned over to the State Council for review as soon as possible, said Zhou Bohua, director of the State Administration for Industry and Commerce (SAIC), at the meeting on promoting the awareness and protection of trademarks.</p]
Some content of the existing law cannot satisfy the development needs of the country&rsquo;s market-oriented economy, said Zhou.</p]
The law, initially promulgated in August 1982, has been amended twice.</p]
SAIC first discussed a third amendment in 2003.</p]
The amendment will simplify procedures for filing trademark applications and expand the applications channels to accept electronic applications, SAIC announced at the meeting.</p]
Under the current law, it could take two to three years for applicants to obtain a trademark, while the average lifespan of small- and medium-sized enterprises in the country is just several years, Guo Xiushen of the Expert Committee of the China Trademark Association told the Global Times.</p]
The law stipulates a trademark application must pass through several institutions, which often delay the entire process, he said. No details were given about the timeline.</p]
The pending amendment is also expected to strengthen protection of the exclusive right to use a trademark and will include details on geographic relevancy, said SAIC.</p]<p align=center] Explore the World, Understand China!
